TERMS & CONDITIONS

  1. Applications are invited from reputed Manufacturers / Suppliers or their authorized agents, Authorized Dealers, Service Providers and other business organizations who wish to register with Ceylon Petroleum Storage Terminals Ltd (CPSTL) for the provision of goods and services in 2026. Main categories include:
    1. Material Suppliers / General Hardware
    2. Local and Imported Timber, Boards, Laminations, and Carpentry Fittings
    3. Building Materials
    4. Electrical Items & Accessories
    5. Consumables
    6. Fire & Safety Equipment Items & Accessories
    7. Manufacturing, Fabricating Fiber / Plastic / Perspex Items & Rubber Parts
    8. Welfare Items & Safety Wears
    9. Office Equipment and Office Furniture
    10. Stationery (Computer and Office)
    11. Motor Vehicle Spare Parts
    12. Engineering Equipment
    13. Electronic Equipment
    14. Laboratory Equipment, Medical Equipment, Chemicals & Pharmaceutical Items
    15. Printing
    16. Light Machinery & General Purpose Tools, Communication Equipment, Workshop Tools
    17. Services
    18. Other Services

  2. Registration documents are available as a Google Form on the CPSTL website (www.cpstl.lk). A non-refundable registration fee of LKR 1,000 per main category applies. For multiple categories, LKR 1,000 per additional category will be charged.
  3. The closing date for submission of applications is 25.02.2025.
  4. Payment for registration may be deposited to the Cashier, CPSTL, New Building, 01st Floor, Oil Installation, Kolonnawa, Wellampitiya, or transferred directly to the CPSTL bank account below:

  5. Mandatory documents must be submitted via email to procure@cpstl.lk:
    • Business Registration Certificate
    • VAT Certificate (if applicable)
    • SSCL Certificate (if applicable)
    • Bank Pass Book / Bank Confirmation Letter
    • Proof of Registration Fee Payment
    • Client references (last 3 years – if applicable)
    Incomplete or late submissions will be rejected.
  6. All registered suppliers must agree to provide a minimum one-month credit facility. Suppliers requesting advance payment before delivery will not be considered for future tenders.
  7. CPSTL generally calls quotations from registered suppliers but reserves the right to source quotations from any supplier when necessary.
  8. Suppliers may be removed from the registration list if they fail to respond to two consecutive quotation requests or if performance is deemed unsatisfactory.
  9. Quotations shall generally be valid for a period of 30 days.
  10. Applications received after 25th February 2026 will not be considered.
  11. CPSTL reserves the right to reject applications if credentials are unsatisfactory or cancel registrations for non-performance.
  12. CPSTL reserves the right to accept or reject any application without assigning reasons.
