Sstock review activities in concurrence with the marketing companies, intimating the marketing companies their stock positions and the replenishment quantities to maintain 30 days stocks as per their market share of each product marketed by them. Obtain consent from marketing companies for replenishment of product in correct quality and quantity and the confirmation on imports to be made to receive on the exact date into CPSTL storage. The fluctuating production plan of CPC refinery is considered the major concern in confirming product imports.

In order to maintain uninterrupted supply in to installations and to avoid unnecessary payments of demurrages to ships the pier occupancy and lay times by vessels is calculated and arrange in such a way to avert overlapping.

Tanker loadings and unloadings are performed mostly under the adverse weather conditions in the sea, where staff has to undergo stress and strain in performing this strenuous task. At off shore unloading buoys the sea going operations staff has to face dangers due to high swells, slips and climbing on rope ladders. The loading and unloading operations are performed under such adverse conditions. Taking measurements, working out tanker product quantities and on assuring quality by the Laboratory meeting with specifications and periodical inspections for product contaminations while unloading are carried out being on board the tankers. On completion of unloading and on comparison of product received as per the sellers invoice, the tanker is released.

In regard to refinery transfers, three pipelines running from refinery to Kolonnawa are used to transfer its production and the products are tested at Kolonnawa end and assured for quality, stored for distribution.

Once received into storage, products are allowed to settle as per the operations procedures, and tested for assuring quality, is kept ready for release. The road tanker, rail tanker fillings at relevant gantries and pipeline transfers to customers are performed using the certified product in release tanks.

In emergencies where transfer of products is difficult to be made by rail and road the pipelines running from Kolonnawa to harbour is used to load into costal barges and deliver to costal depots appropriately or fill into barrels and deliver either by air and dump at the locations or deliver same by road trucks to affected delivery points.Product unloading / loading tankers, transfers from refinery, pipeline deliveries to power plants and loadings into road tankers / rail bogies are performed simultaneously averting overlaps in operations and avoiding demurrages, delays and disturbing refinery processing. The product belonging to marketing companies are reconciled on daily basis with the respective receipts and deliveries.

Muthurajawela Terminalhad been constructed to meet the demand in the country by 2010 and commenced commercial operations in 2004. This installation handled Diesel, Kerosene only. In 2008 with the laying of off shore pipeline along with a dual path buoy and modifications to the tank farm and its automated tank farm operation system, two products Gasoline 92 octane and Low Sulphur Fuel Oil had been introduced in addition to the previous two products. On providing a dual path buoy this installation possess two dedicated receiving pipelines from mid sea to the installation. There by the tankage of 221,000 Mt at Muthurajawela Terminal is made to utilize at its maximum.

At present this Terminal is fed only from imports and deliveries are made to public only through tank trucks. A dedicated pipeline is laid to deliver low Sulphur fuel oil consuming power plant, located in the adjacent premises – Kerawalapitiya
Off-Shore Operations function looks after the handling operations of tankers arriving at Muthurajawela buoy in the mid sea. Handling tankers at the buoy is a tedious job. CPSTL has deployed two mooring masters to assist the caption of the arriving tanker to direct and manoeuver. Once the tanker arrive in port limits captain of the tanker is advised by the mooring master to halt or to anchor the ship. The mooring masters and product unloading crew along with the independent surveyors who are responsible for the consignment to the consignor and the consignee on the quality and quantity and laboratory staff who draw samples to assure quality go on board the tanker. The land crew is transported up to the tanker by using the MERV (Maintenance and Emergency Response Vessel) and they are to use the rope ladder to be on board the tanker. At adverse weather conditions the swell of the vessel and the rope ladder swing creates a danger.

The Mooring Master takes over the manoeuvering and direct the tanker to the buoy. Expertise is required to halt the vessel very close to the buoy avoiding collision in order to tie using the Mooring Hawser rope. Mooring Master directs the tanker crew in connecting of the unloading hose string which kept floating in the sea by using the Derik crane on board. The tie-in of the hawser and picking of the hose string is supported by the mooring crew consisting of Divers and Marine fitters who attend the inspection of under buoy connections and pipeline placed at the sea bed being in the line boat. They are kept stand by at the MERV to attend any emergency that could occur at the buoy while unloading operations take place. Once the unloading hose is connected to the tanker, MERV holds the rope tied to the rear of the vessel to meet any emergency on the movement of the tanker, also to avert moving forward and colliding against the buoy. The procedure adopted in unloading tanker explained under the Bulk Movement and Bulk Products is followed from that point onwards. The maintenance of this maritime installation and unloading operation of tankers arriving at the harbor and handing on-shore berth and allied pipelines is performed by the off-shore operations function. In addition handling of the crude oil buoy belong to CPC also is assigned to off-shore operations function of CPSTL.

The main Laboratory of CPSTL is located in Kolonnawa Installation, is the independent Laboratory for marketing companies and perform product quality assurance and issue certificates independently. Laboratory performs testing on every batch of receipts, every transfer of product and on products in every bulk delivery tank prior to release according to the specifications.

CPSTL is in the process of constructing a state-of-art Laboratory and intend to obtain accreditation.

Distribution Function handles the Island wide distribution of bulk petroleum products to dealers and consumers by road, rail and other transport means where necessary. Maintain stocks in Island wide bulk depots, scheduling product deliveries in the allotted areas economically using CPSTL owned and hired tank trucks. The Bulk Depots are located at rail sides and are fed by rail where the balance of requirement is fed through road tankers. Aviation fuel delivered to Katunayaka airport daily by using three sets of trains and the other air fields fed by road tankers.

Based on volumes handle and future expansion capability the bulk depots are categorized in to two types.

Grade I depots:

Peradeniya, Galle, Kurunegala, Batticaloa, Anuradhapura, Badulla, & Kankasanthurai

Grade II depots:

Kotagala, Haputale, Matara, Sarasavi Uyana

In performing distribution of products it is important to note that following facilities are available only at Kolonnawa Terminal.

a) The delivery of product by rail

b) Pipeline transfers and exports of white oils (Petrol, Jet Fuel, Diesel, Kerosene) and Furnace oil to power plants and bunkering installation

c) Delivery and storage of Jet fuel

d) At emergencies to load into barges

e) Storage facilities for all Premium Petroleum Products (PPP) including 4 products handled at Muthurajawela Terminal

f) Receipt of Refinery Products

g) Connection from outside world through Colombo Harbour

h) Independent Laboratory Located at Kolonnawa

i) Calibration of road tankers and rail wagons

The tankage available at Muthurajawela Installation is made with optimum utilisation and maximum deliveries that could be assigned at present for this installation to perform economically. The Colombo city and the Southern Province are fed from Kolonnawa Terminal making the optimum utility of resources and to achieve the best economical advantage to the Institution.
