Hon. Anura Karunathilaka, Minister of Ports, Aviation and Energy, conducted a special site inspection and progress review of the ongoing Six-Tank Development Project at the Ceylon Petroleum Storage Terminals Limited (CPSTL) Kolonnawa Installation on 21 September 2026.

The project, which commenced on 17 September 2025, is being implemented as a major initiative to enhance petroleum storage capacity and strengthen the country’s energy security. During the progress review, CPSTL officials briefed Hon. Minister that the project has achieved approximately 40%–45% physical progress and is scheduled for completion by September 2027.

The visit was attended by Mr. Janaka Rajakaruna, Chairman of CPSTL; Dr. Mayura Neththikumara, Managing Director; Deputy General Managers; Managers representing respective functions; and other senior officials of CPSTL.

The project represents a total investment of approximately Rs. 3.7 billion and will add 64,000 cubic metres of petroleum storage capacity to the national storage infrastructure.

In parallel with the construction of the six storage tanks, several supporting infrastructure developments are being undertaken to further enhance the operational efficiency, safety and reliability of the Kolonnawa Installation. These include the upgrading of the Oil Recovery System, development of new Filling Facilities, and the construction and rehabilitation of petroleum pipelines using modern technologies.

Hon. Minister reviewed the overall progress of the project and its associated infrastructure developments and highlighted the importance of timely implementation of such initiatives in strengthening the country's petroleum storage infrastructure and ensuring energy security.
